COMMERCIAL SOLICITORS
BANNED IN NORTHFIELD CENTER TOWNSHIP

Resolution 17/05-01C passed unanimously at last Monday’s regular Trustees meeting.  The full text of this resolution was included in my last newsletter.  The ban, which took effect immediately, covers all COMMERCIAL solicitors and vendors but does not affect non-profit organizations, religious groups or political interests.  It should be noted that two vendors were grandfathered because the county issued them permits prior to the ban.  The two vendors are; Gretta Longwell-Albert, representing IGS Energy (Gas and Electric Sales) and Marcus Cordonnier of Edward Jones Financial.  Their licenses will expire on December 31, 2017.

NCT ROAD DEPARTMENT RENAMED
SERVICE DEPARTMENT

Due to all of the added work and responsibilities given to our Road Department personnel, we thought it fitting to now refer to them as THE SERVICE DEPARTMENT.  They have not only maintained our roads and ditches but have been performing leaf collections, branch pickups and now they maintain our Fire and EMS vehicles and the Safety Building (former Fire Dept.).  The name change was finalized at last Monday’s Trustees meeting after the unanimous passage of resolution 17/05-01E.

FREE SOIL AVAILABLE TO ALL
NORTHFIELD CENTER RESIDENTS

Last Monday’s busy Trustees meeting saw the unanimous passage of another important resolution.  Resolution number 17/05-01H, which was preapproved by the Summit County Prosecutor’s Office reads as follows:

To provide soil free of charge to Residents at the Service Department Maintenance Building, 8484 Olde Eight Road.  The Residents must pick up the dirt with a vehicle capable of being loaded by front-end loader and must sign a Hold Harmless Form.

PARKING ON SIDEWALKS
PROHIBITTED

Although the parking of vehicles on sidewalks is already prohibited by state law (ORC 4511.68(A)(1)), The Board of Trustees unanimously passed resolution 17/05-01G to reinforce the law on a local level.  This was in response to a number of complaints that we and the Sheriff’s Office received.  The Sheriff’s Deputies have been issuing “Courtesy Warnings” to violators.  The second time will not be a warning but the issuance of a ticket that could cost the violator(s) up to $160!

STORMWATER & FLOODING DISCUSSED AT
MAY 2ND TRUSTEES MEETING

Representatives from the Summit County Engineer’s Office and Summit County Councilman Ron Koehler along with 28 residents, attended last Monday’s regular Trustees meeting.  We discussed a number of flood related subjects including; The pending Dorwick Ditch petition, the Engineer’s proposed storm water management program and some individual flooding issues.  Many of the residents in attendance asked questions and gave comments.  These subjects were also discussed at County Engineer, Al Brubaker’s annual dinner and presentation held at Gambitta’s Party Center last night and attended by over 100 elected officials and employees.

I am hoping to share with all of you, the information that we have at this point in time in my next newsletter.

ROAD CLOSURES ANNOUNCED FOR 5K RUN
~ Brandywine, Beacon Hill & Dorwick – MAY 20th ~

St. Barnabas will be hosting their “Bolt Like A Blazer 5K fundraiser” on Saturday, May 20th.  The event, which will begin at 9AM will cause some temporary road closures in Northfield Center.  The run will begin southbound on Brandywine Road and then turn onto Beacon Hill.  Runners will then turn onto Dorwick and continue to Pickwick and then turn around and follow the same route back to St. Barnabas.  The run should not take more than an hour or so.

QUESTIONS & ANSWERS

Q >>> – I am not sure if it is you that I contact for this, but in the Oakmont area there are two cars at the end of a driveway with expired temporary tags ,,the one is April 24,, couldn’t read the exact date on the other one.. There is also a car on the side of the garage that may have expired tags.. Was just wondering if it is legal to have those cars sitting in the driveway.

A >>> – All vehicles must have valid license plates on them and they must be in operable condition.  I have forwarded your concern to our Zoning Inspector.

Q >>> – I need to know who to contact regarding the Rt 8 drainage. We are on Hazel Dr. These 100 yr floods should make me at least 500 yrs old! When new eight was made it cut off the normal water flow to the wetlands. THEN they made it worse. I also think that Charter Estates has added to the pain in the butt.

A >>> –  This subject was brought up and discussed at last Monday’s Trustees meeting.  It was stated that water is draining off the side of Route 8 and falling along the side into the drainage ditch at the end of Hazel.  It was also stated that the oval drainage pipe beneath Route 8 is much too small to handle all of the storm water runoff, especially during heavy downpours.  Route 8 is an ODOT responsibility.  Unfortunately, the definition of “normal” water flow is not as clear as it used to be, considering all of building, diversions, manipulations and regulations involving water flow and drainage.  Also, despite all of the storms that our area has endured, we have not come close to either a 50-year (July-1969) or 100-year (March-1913) flood event.  Statistically speaking, we are overdue for both events and believe me when I say that when either one hits our area, all the other flood events COMBINED won’t even begin to match these future events.

Thank you for hearing our concerns last night regarding Hazel Dr. flooding.  The woman who spoke before me from Oakmont, discussed her flooding.  I believe I know what changed and where her new found flooding came from.  The water comes from Charter Lakes, comes through the breach in the retaining wall, floods Hazel and my house, the excess water forms a river that crosses Hazel goes between my neighbors homes through their backyard to Oakmont.  We watched this happen during the past 3 floods this year.

I was at your [Trustee] meeting Monday night.  I feel badly for those who were flooded but I don’t understand why they are surprised when they get flooded when they built there houses on the bottom of a hill and on what was once a swamp!  Its just like those who build homes along rivers or the sea coast.  When storms hit and they lose there homes than its us who have to pay thru higher insurance premiums to pay for them to rebuild only to have the damage happen again a few years later.  Now they want you and our township to take care of things.  This is just something I had to get off my chest.
