LEAF COLLECTION INFORMATION – YEAR 2016

Northfield Center Township will begin the fall leaf collection Monday, October 31, 2016, weather permitting. In order to contain costs and maintain services, there will be only two scheduled pickups for each road, one in each Round.  Unless there is weather delay, leaf collection will cease after each road has had its pickup in Round 2.  We will be using two crews this year: our Road Department (East of Olde Eight) and Nied Garden Center (Olde Eight and West).  This operation can be more effective and efficient if the following policies are followed.  Failure to comply could possibly result in no collection.

1.)    Please rake leaves in 3 ft. to 4 ft. wide rows or piles alongside the road starting at the road edge, and not to exceed 15 ft. from the road. If your property has ditches keep leaf piles between the ditch and the road.  If you are unable to place leaves between the ditch and the road, pile the leaveon the “house side” of the ditch as close to the ditch as possible. Do not put leaves in the center of the ditch since it can cause flooding.  Additionally, wet leaves impair vacuuming.

2.)    Keep storm water systems clear of leaves to insure proper flow.  Do not cover catch basins or culvert pipes.

3.)    Do not place leaves in the street, behind trees, mail boxes, or over rocks.

4.)    This is a leaf collection only.  Do not put sticks, branches, stones, mulch, grass clippings, ornamental grasses, trash, garden debris, etc. in the leaf piles.  These clog our machines and can cause extensive and costly damage.  Piles containing debris will not be picked up.

5.)    Do not block leaves with vehicles because we cannot pick them up. If your leaves are blocked during Round 1, they will have to wait until Round 2. If they are still blocked during Round 2, you will have to dispose of them yourself.

6.)    Please have your leaves ready BEFORE October 31, 2016 for Round 1 and BEFORE November 14, 2016 for Round 2.  There will be only one pickup per Round per road.  Any leaves remaining after the 2nd pickup will have to be bagged by the homeowner and placed out with the rubbish.

7.)    Every evening the list of completed or partially completed  roads will be available on the “Leaf Collection” link on our web site (www.northfieldcenter.com) and on our Facebook Page: https://www.facebook.com/TownshipGazebo/). Additional updates will appear on Cable Station 16 and emailed to those on our Township Update distribution list. Anyone interested in joining the Township Update distribution list should email the Trustees at townhall@northfieldcenter.com.

Q >>> – My wife and I are Cherry Lane residents with lakefront property. Every Monday and Thursday at 4:55 AM, a trash truck arrives in the small commercial plaza’s parking lot just around the bend (housing Hot Heads Rocks, etc.) to empty dumpsters. This is a LOUD ordeal: engine rumbles, brake squeals, back-up beeps, and dumpster slamming. Even with all of our windows closed, we still are awakened by this commotion every time.  Does Northfield Center have a noise ordinance on the books to address this issue? 4:55 AM seems pretty early to be slamming around the neighborhood.

A >>> – According to my follow up phone conversation with you, this has been an ongoing problem.  What you have described is an illegal activity according to our zoning code and our County noise ordinance, which basically state that our Township’s ‘quiet hours’ are from 11PM to 7AM.  I advised you to contact the Sheriff’s Office the next time this happens.  Also, on your behalf, I sent an email to our zoning inspector and our Sheriff’s Office.  Both will be investigating your complaint.

Q >>> – I live in Rolling Brooke at *** Rolling Brooke Way.  My backyard though runs along Meadow Brooke Way.  If you were to come into the development and go west, north west, which is to the back far left of the development, you will find something quite disturbing and illegal.  All the houses on the left leading up to and some through the cul de sac have cut into the preserved wetlands in a major, major way … in many cases, actually tripling their lot size.  Not only is this illegal but it also says to me that they are not paying their fair-share of government property taxes.  Could you look into this?  Thank you.

A >>> – You definitely have a problem.  The following response is from our Zoning Inspector, Don Saunders:

“I am aware of the encroachments that are occurring and it is not just along Meadow Brooke Way. It is occurring in the entire development. I have informed the HOA several times of this and they have failed to take action. Remember a few years ago when several residents actually didn’t stop at the development line and even encroached on 5R property and the owners of 5R threatened to sue the Meadow Brooke Way residents. Most backed off from the encroachment then but many have remained in either the green space or wet lands that are owned by the HOA. The HOA has refused to handle this situation to date. The neighbor of the recent BZA hearing resident I noticed has not only encroached in the wet lands on Brookrun Ct. but has put a non-permitted accessory building on the encroachment. I will send a certified letter to them and maybe I should send it to the Army Corp of Engineers also and we can go from there. It may require the Township to take the HOA to court to get this corrected based on the original development requirements. Looking at the County GIS pics from 2015 it appears this problem is extensive throughout the development.”

Q >>> – Hi Paul;  yesterday both my wife & I noticed that apparently the leaf pick up was started on Marwick as a residence at the intersection of Dorwick & Marwyck  had piles early yesterday & they were gone when I came home just before 5:00.  I know schedules change, but the posted start date of 10/31 is important for our area.  Since are section & yours are some of the most heavily tree populated areas & now that there are only 2 pick- ups, one more full weekend before the 1st pick up would be so helpful as the next pick up will be a tough one to complete as it is.  If they have started, could they be asked to wait as long as possible for the “Wick” & surrounding streets in the 1st round.  It would be greatly appreciated. A >>> – Our Road Department will be doing all the streets East of Olde Eight and Nied’s Garden Center will be doing the rest.  Nied’s has been taking a proactive approach to the heavy leaf areas such as yours by getting ahead and making sure that their equipment is functioning correctly.  The posted schedule has NOT changed and will begin on October 31st.
