Northfield Center Township Meetings 4-23-2020 Meeting – Beacon Hills Park Plans and more

Notes from Northfield Center work session and trustee meeting.

It has been announced that the Memorial Day Parade has been cancelled for this year.

Beacon Hills Park

As we reported last week, Northfield Center is renovating Beacon Hills Park with the money ($114,885) they received from a NatureWorks Grant.

See above the schematic for the plan. These enhancements are for increasing safety, enhancing accessibility and to create a more multi-purpose park. They will be adding an area for wiffle ball and pickle ball. They are relocating the playground equipment from Crestwood Park to Beacon Hills Park. The tennis courts and basketball courts will be enhanced and they will also build a pavilion at the park. Northfield Center will be soliciting donations from local companies for materials for the construction of the pavilion (and, potentially, other facets of the park). The park is located at the intersection of Beacon Hills Boulevard and Pleasant View Drive.

Meijer Project

Northfield Center is currently waiting on an ODOT traffic study. ODOT will recommended the addition of lanes, alteration of traffic flow, etc to accommodate a new Meijer store on the Spitzer property.

As we reported last week:

According to Zoning Inspector Don Saunders, “Meijer is in preliminary design phase working on the traffic design for both needed lane configurations for both RT 8 and 82.  Meijer has requested the Township do a TIF for the area to help pay for the needed road work which is expected to be several millions of dollars. It is all so preliminary yet that nothing has been set yet other than both highways will need widening. The building is now 156 thousand square foot and faces Rt 82. JEDD requirements will determine the look of the building but it is too early for that yet.”

New Phone System

This was not mentioned in the meeting, but was listed on their website today: Northfield Center is switching to a new phone carrier. They will save the township $3000 per year. Residents will now be able to skip the automated attendant and directly dial the person they wish to speak with. In addition, each trustee will now have a dedicated line/voicemail box. Authorize Township Administrator Steve Wright to execute the Service Agreement with Wolfscape, Inc., for the provision of lawn mowing and landscape planting and maintenance services for the Township, for the period commencing at the time of Agreement execution and concluding on November 30, 2020. Resolution PASSED

Approve the transfer of $19,000 from the 01-A-26 (Other Expenses) Fund to the 01-F-08 (Other Expenses) Fund. Resolution PASSED

Approve a Purchase Order, in the amount of $18,355.00, to be drawn from the 01-F-08 (Other Expenses) Fund, for Wolfscape, Inc., for lawn mowing and landscape planting and maintenance services for the Township for calendar year 2020. Please note: This vendor was selected as the lowest and/or best bidder. Resolution PASSED

Request that the Summit County Engineer’s Office install permanent “NO PARKING” signs along the east side of Brandywine Road, from the Interstate 271 underpass north to the Brandywine entrance of the All Saints Cemetery. This was requested as a safety measure by the Cuyahoga Valley National Park. Resolution PASSED

Approve a Purchase Order, in the amount of $2,576.40, to be drawn from the 03-A-10 (Other Expenses) Fund, payable to Clean Harbors, for vacuuming out of the Service Department’s oil and water separator and disposal of any solid contents.  Resolution PASSED

Approve a Purchase Order, in the amount of $6,800.00, to be drawn from the 01-F-02 (Park and Recreation Improvement of Sites) Fund, payable to Done on Time Construction, Inc., for relocation of the playground equipment from Crestwood Park to Beacon Hills Park. (This is part of the NatureWorks Grant Project.) Please note: This vendor was selected as the lowest and/or best bidder. Resolution PASSED

Approve a Purchase Order, in the amount of $24,280.00, to be drawn from the 01-F-02 (Park and Recreation Improvement of Sites) Fund, payable to Done on Time Construction, Inc., for Beacon Hill Park grading and drainage work and playground area enlargement. (This is part of the NatureWorks Grant Project.) Please note: This vendor was selected as the lowest and/or best bidder. The quote is attached to this agenda. Resolution PASSED

Approve the revised Beacon Hills Park Project Plan, which was completed on 4/20/2020. Resolution PASSED

Suspend contributions to the FAIR (Fire Awareness Instruction Respect) Fund Program for calendar year 2020. These funds, which are drawn from ambulance billing proceeds, are used to provide public education regarding fire safety. Resolution PASSED
