SUMMIT COUNTY, OHIO—Effective May 26, 2026, the Summit County Division of Building Standards will assume responsibility for State of Ohio required building code enforcement services for the City of Norton following approval of an agreement by Norton City Council on April 20 and Summit County Council on May 11.
Under the agreement, Summit County Building Standards will provide plan review, permitting, and inspection services for residential and non-residential construction projects within the City of Norton. This includes the authority to review and approve plans and specifications; issue permits for the construction, repair, and alteration of structures; and conduct inspections to ensure compliance with applicable building codes.
“This partnership reflects our shared commitment to delivering efficient, professional, and responsive services to Norton residents and businesses,” said County Executive Ilene Shapiro. “The Summit County Division of Building Standards has built a strong reputation for expertise and customer service, and we are pleased to extend those resources to support the City of Norton.”

Norton residents and businesses with existing permit and inspection requests should continue to work with the City of Barberton’s Building Inspection Department.
To further support permitting and inspection services in Norton, Summit County plans to open a satellite office within the city in the near future. Once operational, the office will accept paper plans for review and provide general customer service assistance. The satellite office will be open Tuesdays, Wednesdays, and Thursdays from 8:00 a.m. to 12:00 p.m. and 1:00 p.m. to 3:00 p.m., with no appointments required during business hours.
With the addition of Norton, Summit County Building Standards now provides commercial plan review and inspection services for 24 jurisdictions and residential plan review and inspection services for 23 jurisdictions throughout Summit County.
