The Twinsburg City Council met on February 11, 2025, addressing several key issues including recreational marijuana regulations, infrastructure improvements, and community updates.

Marijuana Moratorium Extended

A significant portion of the meeting focused on extending the city’s moratorium on recreational marijuana facilities. The council voted to

approve a three-month extension of the existing moratorium, which covers the cultivation, processing, distribution, and sale of recreational marijuana. The extension will allow the city administration time to develop comprehensive business regulations, particularly focusing on dispensary operations.

Law Director Matt Vazzana noted that while cultivation and processing are permitted under the city’s zoning code in industrial areas, retail dispensaries are not currently allowed. The three-month extension will give the council time to consider potential regulations modeled after nearby communities like Aurora.

Road Improvement Project Approved

The council approved a $1.95 million contract with Perrin Asphalt Company for the 2025 Road Improvement Project. The measure passed with emergency status to allow for prompt commencement of construction planning and materials review.

New Business and Development

Several tax increment financing (TIF) districts were established for new developments, including projects for Anderson Materials, Old Mill Storage, Extra Lease, and Let’s Get Storage. Additionally, the council approved a new job creation incentive agreement with Formtek Inc., which will relocate its headquarters from Warrenville Heights to Dutton Drive, bringing 91 full-time jobs and an estimated $5.12 million payroll by the end of 2028.

Environmental Commission Updates

Environmental Commission representative Jonah Pette reported on various initiatives, including:
  • A joint Earth Day and Arbor Day event planned for April 26th from 9:00 to 11:00 AM at the Community Center
  • Discussions about potential composting programs for residents
  • Plans for a new environmental award program to recognize residents’ contributions to community sustainability

Public Safety Updates

Mayor Sam Scaffide announced the swearing-in of a new police officer, Adam Singerman, who joins the force from South Euclid Police Department. This addition is part of ongoing efforts to bring the police department to full staffing levels.

Utility Rate Information

Mayor Scaffide informed residents about upcoming increases in electricity costs, warning of a 10-15% rate increase that could last 3-5 years. The increase, affecting 12 states in the region, is due to infrastructure constraints managed by PJM Interconnection. The Mayor emphasized that switching providers would not avoid the increase, as it affects all providers in the region.

The council received several committee reports:

JEDI Committee (Justice, Equity, Diversity, and Inclusion)

  • Welcomed new resident member Amaninder Singh, who was sworn in by the mayor
  • Reviewed the committee’s strategic plan and discussed progress on goals
  • Collaborated with Parks and Recreation to plan an upcoming diversity day
  • Announced a Black History Month event scheduled for February 19th at 4:45 PM at the high school

Environmental Commission

  • Planning joint Earth Day/Arbor Day event for April 26th, 9:00-11:00 AM at the Community Center
  • Discussed potential city composting initiatives
  • Planning to implement a “Good Neighbor” award program to recognize residents’ environmental efforts
  • Exploring T-shirt designs for commission members to wear at community events

  • Meeting cancelled due to lack of agenda items
