VILLAGE OF NORTHFIELD  ENGINEER’S REPORT – RICHARD S. WASOSKY, P.E., P.S.  September 14, 2016

Subject: Ledge Road Reconstruction Phase 1

Comment:
Lockhart Concrete Co. has installed all of the new 12” cross over sewers and catch basins, as well as the 6 inch PVC sanitary sewer connection to the Salemi property.  East Ohio Gas Co. has completed the gas relocation along the northside of Ledge Road. East Ohio Gas is currently installing a new 4 inch connection to the Salemi property. Lockhart is currently raising catch basins to grade and excavating the poor subgrade material.

I will need Council’s approval to hire a concrete testing company to test the paving of the roadway and sidewalk concrete during construction.

Subject:  Presidential Subdivision Resurfacing

Comment:
I will be starting the final survey, plans and specifications either next week or the week after in order to bid the project in late February 2017.

Subject: Lee Eaton School Safe Routes to School Travel Plan
Comment:
I have reviewed the Safe Routes to School Travel Plan presented by the Nordonia School District for the Lee Eaton School and have some concerns about the practicality of the recommendations concerning the sidewalks along Northfield Road and the proposed sidewalk from the rear area of Lee Eaton School to Northfield Road across the Assisted Living property. I totally agree with the recommendations to install sidewalks along Ledge Road in the areas without sidewalk in front of the school. Some parents have indicated that the sidewalks are not well maintained, and they also had concerns about safety at the intersections. I was surprised about how few children (10 in the morning and 20 in the afternoon) walk to school. Approximately 96% to 98% of the 506 children attending Lee Eaton School either ride the school bus or are driven to the school by a family member or carpool. According to the School District 0 children ride their bikes to school.

The Study recommends Northfield Village 1) Offer Safety Town Refresher Course for Older Students; 2) Have the Village Police Department Help Teach Pedestrian and Bicycle Safety; 3) Enforce School Zone Speed Limits; 4) Utilize Speed Trailers Around the School; 5) Start a Safety Patrol Program; 6) Send Adult Crossing Guards to ODOT Training: and 7) Enforce Removal of Snow and Debris from Sidewalks within the first 12 months of the program.

Long term the Study recommends 1) changes in the crosswalk locations on Ledge Road near the school; 2) adding ADA Curb Ramps at the crosswalk locations; 3) moving the school zone flashing beacons on Ledge Road 300 east and west of the school property lines; 4) adding sidewalk in front of the school property; 5) adding lighting along the sidewalks along Ledge Road in front of the school; 6) adding pedestrian pushbuttons and count down timers at the S.R. 8 and Ledge Road intersection; 7) adding a sidewalk or multipurpose trail between the north end of the school through the Northfield Retirement property to Northfield Road (approximately 1150 feet); and 8) improving the S.R. 8 east and west sidewalks by widening them to 5 feet and providing a buffer between them and the curb.

The estimated construction cost of the infrastructure improvements is $510,000.00. This cost does not include survey, engineering design, construction inspection and construction administration, environmental work, right of way acquisition, maintenance of traffic or mobilization.

Subject: Abnormal Cleveland Water Usage at the Moose Lodge
Comment:
Jason Walters and I have been investigating the abnormally high water readings at the Moose Lodge in August and September of 2015. I have been in contact with the Cleveland Water Department. I believe there may be a resolution to the problem within the next month. Cleveland’s position is the Moose Lodge did use all of the water shown on the meter; however, they may agree to a compromise with the Moose Lodge on the amount of water usage.
