Northfield Village Emergency Council Meeting Notice March 23

Please be advised that at the request of the Mayor, tonights Special Council Meeting that is scheduled for 6:00 p.m. at Village Hall (notice of which was provided to Council via phone yesterday afternoon and via email at 4:17 p.m. yesterday) is hereby being designated as an Emergency Council Meeting in accordance with Section 121.22(F) of the Ohio Revised Code. The Meeting will be held at 6:00 p.m. on March 23, 2020 at Village Hall. As was explained yesterday in the special meeting notice, the purposes of the Emergency Council Meeting are to: (1) approve the Minutes from the March 11, 2020 Council Meeting; (2) approve the final plat for the Zaremba Group/Dollar General Development (which was recommended for approval by Council by the Planning Commission at its March 18, 2020 Meeting); and (3) the consideration and adoption of Resolution No. 2020-10, An Emergency Resolution Setting Forth the Appropriations for the Fiscal Year 2020 and Submitting the Same to the County Fiscal Officer (Second Reading). The Mayor has determined there is an immediate need to conduct the business outlined above prior to the time the Ohio Director of Health’s (“Director’s”) March 22, 2020Stay at Home Order (which will run until April 6, 2020) goes into effect. The budget needs to be approved and submitted to the County Fiscal Officer prior to the March 31, 2020 deadline, the minutes from the prior Council Meeting should be approved so they can be posted for public view, and Council approval of the plat is required so that it can be filed with the County Fiscal Officer and the property can be transferred. 

The Mayor has requested the scheduling of this meeting and the Emergency Meeting designation as a result of the Ohio Director of Healths March 22, 2020 Stay at Home Order issued pursuant to R.C. 3701.13. Although public officials are permitted to leave home to attend public meetings under the Director’s Stay at Home Order, the Mayor, and I am sure most of Council, feel it is best to conduct this before the end of the month necessary meeting and business prior to the time the Stay at Home Order is scheduled to go into effect at 11:59 p.m. tonight. The Mayor has indicated that holding the meeting this evening is in line with his March 19, 2020 Declaration of State of Emergency Order (Executive Order 202001); his desire to protect the health, safety, and welfare of Village citizens, employees, and officials from the dangers of COVID19; and his desire to foster and encourage the public’s compliance with the Director’s Stay at Home Order. 

A copy of the amended Agenda and copies of the current and alternate versions of the budget resolution are enclosed.
